UK Plug-In Balcony Solar Rules 2026: What the New Law Means for Home Energy Storage

The UK is about to open a new route for small, self-installed solar systems. On 16 July 2026, the government made Statutory Instrument 2026 No. 848. The regulations will take effect on 27 August 2026, allowing qualifying plug-in solar devices to connect through a standard UK socket when the complete product meets the new safety framework.

For renters, apartment residents and homeowners without suitable roof space, this is an important step. Balcony solar can make small-scale renewable generation more accessible and reduce daytime grid consumption.

However, the change is not a blanket approval for every balcony solar or battery product. The new route has a defined 800W limit, product-level requirements and network obligations. It also specifically excludes plug-in batteries and plug-in solar products integrated with battery storage.

The UK rule change at a glance

The new regulations amend the Plugs and Sockets etc. (Safety) Regulations 1994 and the Electricity Safety, Quality and Continuity Regulations 2002. They create a legal category called a “plug-in microgenerator”.

To qualify, a product must:

 Generate electricity directly from sunlight.

 Have a maximum rated AC output of no more than 800W.

 Be designed to connect through a standard plug and socket.

 Operate in parallel with the electricity distribution network.

 Comply with the Plug-in Solar Device Interim Product Specification, version 2 (IPS v2).

The regulations come into force on 27 August 2026. Until then, the existing rules continue to apply.

What qualifies under the new rules?

IPS v2 treats plug-in solar as a complete manufacturer-supplied device, not simply a collection of separately sourced parts. A qualifying system includes at least one PV module, a grid-following inverter, the required mounting system, and a factory-supplied connection lead with a compliant UK plug.

Important requirements include:

 Maximum apparent output of 800VA and maximum current of 3.5A.

 A non-rewireable BS 1363 plug with a BS 1362 fuse not exceeding 5A.

 Anti-islanding and additional contact protection so exposed plug pins do not remain dangerously energised.

 Type testing under the applicable G98 requirements and registration on the ENA Type Test Register before market placement.

 Mandatory notification to the local Distribution Network Operator (DNO) in line with the applicable network rules.

 Clear instructions for circuit identification, safe mounting and situations where professional electrical advice is required.

The final IPS allows one device per household final ring circuit, but it also notes that the current G98 network requirements may be more restrictive. Consumers and installers should therefore follow the latest G98 or G98/NI requirements and the instructions of the local DNO.

Outdoor components and connections must also meet the specified weather-protection requirements. A compliant plug-in solar device must not be connected through an extension lead, multi-way adaptor or RCD adaptor.

Important: the self-install route does not include batteries

This is the most important distinction for anyone considering balcony energy storage.

SI 2026/848 excludes equipment designed to import household electricity for storage and later supply. IPS v2 goes further by stating that it does not apply to plug-in battery systems or plug-in solar PV devices integrated with battery systems.

This does not mean home batteries are prohibited in the UK. It means a battery system cannot rely on the new plug-in solar self-install exemption. Storage must be designed, assessed and connected through the product, electrical and network-compliance route that applies to the complete system.

For buyers, this distinction matters. A UKCA mark on an individual component is useful product evidence, but it does not automatically prove that a complete solar-and-battery kit qualifies as an IPS v2 plug-in solar device.

Why battery storage still matters

The new law focuses on solar generation, but the household energy challenge does not end when the sun goes down.

Without storage, a small balcony system supplies electricity when solar power is available. If the household cannot use all of that generation at the time it is produced, part of the potential value may be lost or exported.

A properly specified battery system can:

 Store surplus solar energy for evening use.

 Increase the share of solar generation consumed in the home.

 Support time-of-use energy strategies where suitable tariffs and system controls are available.

 Make a compact solar installation more useful for apartments, terraces, gardens and small homes.

The correct approach is to separate two questions: whether a panel-only product qualifies for the new self-install plug-in route, and whether an energy storage system follows the appropriate installed-system route.

Compliance must always be assessed for the exact complete system and installation route. For the new self-install plug-in solar category, buyers should additionally confirm complete-kit IPS v2 compliance, the required plug approval and ENA Type Test Register status.

Five checks before choosing a UK balcony energy system

1. Confirm the route. Decide whether the project is a panel-only IPS v2 plug-in solar device or a solar-plus-storage system using another compliant installation route.

2. Check complete-system evidence. Do not rely only on certificates for individual panels, inverters, hubs or batteries.

3. Match the electrical installation. Follow manufacturer instructions and use a competent electrician where the circuit, consumer unit or property wiring is uncertain.

4. Follow network requirements. Confirm the latest G98 or G98/NI rules and complete the required DNO notification.

5. Secure the mounting system. Balcony, wall, fence and garden installations must be mechanically secure and suitable for local wind and weather conditions.

Tenants, leaseholders and residents in listed buildings or conservation areas should also check landlord, lease and local planning requirements before installation.

Frequently asked questions

Qualifying plug-in solar devices can use the new route from 27 August 2026. The complete product must meet SI 2026/848, IPS v2 and the applicable network requirements. Before that date, the previous legal position remains in force.

Does the new law allow plug-in balcony batteries?

No. Plug-in batteries and plug-in solar products integrated with batteries are outside the IPS v2 self-install route. Battery storage must follow the separate requirements that apply to the complete product and installation.

Does an 800W limit mean the solar panels can total only 800W?

The legal limit is based on AC output. IPS v2 allows a higher total PV module rating within specified limits, but systems above the stated precautionary threshold require additional consideration of the electrical installation. Always follow the complete product documentation.

Do users still need to contact the DNO?

Yes. DNO notification remains mandatory under the applicable G98 framework. Requirements can differ in Northern Ireland, where G98/NI applies.

What should buyers ask a supplier?

Ask for evidence covering the complete system: IPS v2 compliance where the self-install plug-in route is claimed, BS 1363 plug approval, applicable G98 type-test status, ENA Type Test Register listing, installation instructions, warranty terms and local support.
